A package bundles the pool, the deck kit and the installation into one contract and one warranty. It usually costs less than buying the pieces separately — but only if you know what is genuinely inside the price, and what every dealer quietly leaves out.

Package contents vary far more than the marketing suggests. This is the standard division across most US dealers — check every "usually extra" row against your own quote in writing.

Which pool to buy if you are building a deck
A deck lasts 20 to 30 years. A pool lasts 15 to 20. If you are framing a permanent structure around it, the wall material matters more than it would for a freestanding pool.
Steel wall
The cheapest and most common. Galvanised steel with resin or steel top rails. Corrodes at the base over time, especially in humid or coastal climates and wherever splash-out keeps the ground wet — which is exactly what a deck creates.
15–20 years · lowest costFull resin
Resin walls, uprights and rails. Will not rust, corrode or oxidise, and handles the constant damp under a deck far better than steel. Costs 20 to 35% more than steel and is the sensible choice when the pool is enclosed by a permanent structure.
20–30 years · best value under a deckHybrid
Steel wall with resin uprights, top rails and connectors — the parts that sit in standing water are resin, the structural wall is steel. A reasonable compromise if full resin is out of budget.
18–25 years · moderate costSemi-inground
Heavier-gauge walls rated to be buried partially or fully. These are what people mean by a "permanent above ground pool with deck" — designed to sit in the ground with the deck framed flush, and priced accordingly.

Above ground pool with fence — what code actually requires
Packages almost never include perimeter fencing, and it is the item most likely to hold up your inspection. There are two separate requirements and they are often confused.
Pool barrier, 48 inches
A continuous barrier at least 48 in high around the water, with no gaps over 4 in and nothing climbable within 3 ft of the outside. Either your yard fence or the deck railing can serve as this, provided it is continuous.
Self-closing, self-latching gate
Every access point needs a gate that swings away from the pool, closes on its own and latches at a height of at least 54 in from the ground. Deck stairs count as an access point.
Guard rail, 36–42 inches
Separate from the barrier. Any deck surface over 30 in above grade needs a guard rail to stop people falling off the deck. A pool-height deck needs both this and the pool barrier.
If your yard is not already fenced
Adding a compliant 4 ft perimeter fence runs $1,500 to $5,000 depending on length and material. Check your yard against the barrier rule before you sign a package, not after.

Where to buy an above ground pool and deck package
Four channels sell these, and they suit different buyers. Prices are broadly similar across them — service, installation and who carries the risk are what differ.
Regional dealer-installers
Local companies that sell and install. The only channel that quotes pool, deck, levelling and permits as one contract with one warranty. Prices are rarely listed online — you get a figure after a site visit.
National online pool retailers
Sell the pool kit and often a matching deck kit, shipped to your door. Cheapest per item and the widest model choice, but installation is yours to arrange and warranty claims run through the manufacturer.
Deck kit manufacturers
Prefabricated modular deck systems sized to standard pools. Faster than framing from scratch and far cheaper than a custom build, though the layouts are fixed and rarely finish flush with the rim.
